CAP Repair Assistance for failed Smog Inspections

Did your vehicle fail a California smog inspection? You may qualify for financial assistance through the California Bureau of Automotive Repair (BAR) Consumer Assistance Program (CAP). The BAR CAP Repair Assistance Program may help eligible vehicle owners pay for emissions-related repairs needed to pass a California Smog Check inspection. 

What Is the CAP Repair Assistance Program?

The California Bureau of Automotive Repair Consumer Assistance Program (CAP) helps eligible vehicle owners pay for emissions-related repairs after failing a biennial smog inspection. The program is designed to improve California air quality while helping drivers repair vehicles that cannot pass Smog Check requirements. 

Eligible vehicle owners may qualify for:

  • Financial assistance toward smog-related repairs 
  • Emissions system diagnostics 
  • Repairs needed to pass Smog Check 
  • Assistance through participating STAR test-and-repair stations

  • Model year 1996 and newer vehicles may qualify for up to $1,450 toward emissions-related repairs 
  • Model year 1976–1995 vehicles may qualify for up to $1,100 in repair assistance

Who May Qualify for CAP Assistance?

To qualify for the BAR CAP Repair Assistance Program, vehicles generally must:

  • Fail a California biennial Smog Check inspection 
  • Meet income eligibility requirements 
  • Be currently registered in California 
  • Not have a tampered emissions system 
  • Be owned by the applicant
